We know from the first episode of WA and fourth of Lockdown that the phones stopped working. At first, everyone that wasn't running for their lives might have been calling their loved ones and tying up the airwaves. Another theory of mine is that infected somehow got into the buildings that controlled the cell phones and damaged the computer/electronics thus no one was able to use their phones. Something similar might have happened for internet connections and wifi. We know from season 3 that satellite phones still worked and in season 4 CJ set up hard lines for phone calls between the Colony and different safe houses. Its possible that in some areas there was still cell phone and wifi capabilities if the systems weren't damaged, but only in a limited range. This would mean that without the systems functioning, the cell towers wouldn't be able to boost the signal to other towers. That's my theory anyway.

Well the only reason the satt phones still worked is because the colony still had people working on them remember the satt phones still worked from the colony to Fort Irwin so maybe it was still working untill eye of the storm when the monsoon comes and knocks it out along with the walkie talkies.

No, the satellite phones worked anywhere as long as the phone itself was working properly. They were able to be used at Boulder and the chopper crash site and in between. Glenn worked on the broken satellite phone from the Ft. Irwin recon team with a satellite phone that was similar but not identical so that they could hit redial to try to contact anyone at Ft. Irwin to request help. The police band radios that were knocked out by the storm are different from the short range walkies talkies.
