So we know that there are 12 little ones, unless Inkling pulled a old high school prank and labels one #36 or something.

But where are the smart ones we have heard very little of?......

I'd guess we don't know which zombies are smart and which ones aren't (of the normals) when all we here about them is them being gunned down in the first minute of the episode.
