Unless CJ miraculously survives for at least a few minutes to share her thoughts, we'll never know. To be honest: This whole scene is kind of weird? Why did CJ run into the lion's den without waiting for Saul? And why the hell would Scratch - now in charge of The Mallers - go to the prisoner, while The Mallers and The Colonists 'bargain' the situation in The Colony?

im only gonna focus on the tail end of your thoughts here, because as you said....we may never know cj's motives.

the question to ask is why WOULD scratch need/want any of the mallers over burt? none of them can benefit her end goal at this point, which is find pegs. i'd bet decent money on by the time this season ends (or the next begins..gotta have some wiggle room) the "mallers" will consist of scratch and tardust....thats it. she gives no damns about the rest of them.
