1. That's sort of like asking how long a movie is based on the book, but since it's script format it could potentially be translated in real time. Realistically the story could be much shorter without having to describe the actions and such. I'd say the fill in the blank sort of lines and descriptions can take roughly 10% of the time. So if directly translated, probably 10% shorter. If adapted, which is most often the case, even shorter maybe. You can montage things and really make things faster if you have visuals to establish rather than dialogue.
2. TV series would be best because of the type of story and also the overall amount of content. Movies run such a different format that it'd have to be heavily adapted. They're structured differently, so in order to maintain the arcs a lot of content and probably
characters would end up cut from the series. How to fund something like that? I've looked into it and it'd be at least 1.5 million an episode, and 10
episodes per season. Where to get those funds? There's ways, but distribution platforms determine a lot of where funding comes from. Are we there yet? No, but maybe one day. Just waiting for the right deal to come along.
