Knowing I'm 100% wrong, but have a mind for the over-the-top, I imagine them as a network of underground tunnels leading up to otherwise benign buildings. So when you go to Dunbar you enter safe house #1, take the tunnel to house #5, travel above ground to house #46 (yes, she has this many), then take that tunnel to house #7. take an under ground river tubing trip to house #9, and end up next door to Dunbar. Walk outside nonchalantly and enter the building unnoticed by the zeds scratching their heads over at house #1 like "she's gotta come out sometime"
