How do I make a blog?

At the risk of sounding like a noob, how do I make a blog? I've looked around and I can't find any button to do it.
Short term issue: Could someone tell me how to make one.
Long term issue: If I'm not just being blind/stupid, would it be possible to make it easier to find?

At least theres a thread for people to look at if they get stuck now. :)
